DOS reaches no decision on Serb participation in Kosovo elections

Belgrade, September 15 (Beta) - The DOS presidency failed to reach a final decision on Serb participation in Kosovo elections, but agreed it would insist on institutionalizing relations between the FRY and the UN Mission in Kosovo.

Following a DOS presidency meeting late Friday, Serbian Minister of Labour and Employment Dragan Milovanovic told the press that the coalition leadership would discuss the problems in Kosovo and Metohija over the next three days.

Head of the State Coordinating Center for Kosovo and Metohija Nebojsa Covic said he expected DOS to make a final decision on Serb participation in Kosovo elections by mid to late October.

"DOS needs to make certain decisions very soon, such as on verification of parties for Kosovo elections, which, however, does not necessarily mean participation in elections", Covic said.

Covic stressed Belgrade and Yugoslavia could not be excluded from political processes in Kosovo, noting that "an independent Kosovo has never been envisaged in UN Security Council resolution 1244".

Noting the contrast between the return of 80 out of some 250,000 Serbs to Kosovo -- while some 750,000 ethnic Albanians have returned, Covic said "there can be no compromise with human rights" and that all nationalities in the province had to be secured conditions for normal life.

The initiator of the late Friday meeting, Kosovo Serb Resistance Movement leader Momcilo Trajkovic, said DOS would continue to discuss Kosovo in an attempt to come up with the best solution to the problem of Serb community inclusion in Kosovo political processes.

Trajkovic said the international community failed "to meet the conditions" for Serb integration in Kosovo, adding that the situation in the province "has been jeopardized".

According to Milovanovic, the next DOS presidency meeting will be chaired by Democratic Christian Party leader Vladan Batic.
