All set for Donor's Conference June 28, 2001
The Donor's Conference organizers, World Bank, the European Commission and Yugoslavia, hope to raise some $1.2 billion needed to revive all critical fields - from power supply system, transport and health, to budget needs. It is expected that World Bank and the European Union would make a donation of some $600 million. At this point, it is almost impossible to find out about other donations, whose amount will depend on Washington's stand. The US announced it was ready to pledge $150 million if it attended the conference. Japan is to donate $100 million. The donations to be approved or promised to Yugoslavia in Brussels on Friday, will be made in the form of investments, which means that Yugoslavia will be provided with credits, rather than humanitarian aid. The credits will be granted for the projects foreign investors are interested in. Potential donors will be presented with the projects drawn up by both federal units - Serbia and Montenegro. The total value of the projects amounts to some $1.2 billion. The aim is to close the circle of humanitarian aid as soon as possible and enter the period of investment activity, which would be enabled by $1.2 billion. Brussels sources assess that Friday's conference is the first in a series of at least five similar conferences to be held in the next three years. The main objective of the conferences is to raise some $4 billion. According to Brussels experts, Friday's conference is of greatest importance to Yugoslavia, since it will "break the ice" and strengthen the trust in Belgrade's policy. It is assessed that Friday's conference will pave the way for the negotiations between Belgrade and the Paris Creditor Club, which are expected to take place in September. This means that Yugoslavia may expect the Paris Club and the London Club to write off some $5 billion and $3 billion respectively.
