Serbian government's strategy for Donors conference June 24, 2001
The first part of the Document is an analysis of the present situation in Serbia and contains reform proposals which could improve the situation. The reforms, which should be carried out in the next two years, encompass the following areas: legal system, finances, social politics, tax system, state administration, development of the market and its institutions. This part of the Document has been drawn up by a qualified team brought together by the Ministry of International Economic Relations. The second part of the Document contains sectoral strategies. According to an overview of the present situation, all 17 Serbian ministries worked out strategies for appropriate sectors, together with the projects necessary for the realization of the strategies in question. Some of the projects are urgent and some can be implemented within a longer period of a time. The third part contains a detailed presentation of priority projects, which need donations in order to be implemented, together with a complete project documentation. The Document is a result of a few months' cooperation between all competent ministries of the Serbian government and the Ministry of International Foreign Relations' Department for Aid Coordination and Development. This department made a selection of the projects received, adjusted the solicited sums to the amount of the donations expected from the conference and then handed over the projects to the Steering committee, composed of Serbian ministers, who made final decisions as to the structure and content of the Document. While determining the priorities for the Donors conference, the government selected those the effects of which could be felt as soon as possible and by as many people as possible. Such criterion led to the most important projects marked as "top priorities". The Ministry of International Economic Relations received a great number of projects for the Donors conference. The total sum solicited from the ministries, individuals and private companies (the last two can by no means be the topic of the Donors conference) is $12 billion. The projects have been looked at and the list of priorities made. At the head of the list are projects from the field of social protection. The emphasis is placed on the part of population which will be directly affected by social reforms in Yugoslavia and changes in price of electricity, telephone impulses and other products whose prices have been increased due to the disparity between Yugoslavia and rest of Europe. The Ministry of Social Welfare has worked out a database showing that some 20,000 Serbian families are not covered by the social protection system, and therefore this project will solicit certain funds for those families. Apart from that, the aid will be solicited for the pensioners and other categories of population living in poor conditions. The second priority are donations for the power supply system. They refer to funds necessary for electricity import, repair and procurement of spare parts for the electric power system. As regards the remote heating system, the donation funds will be first used for the procurement of spare parts. The other priorities include health service, repairing of the road network, revitalization of railways, construction of the bridges in Novi Sad ("Sloboda") and Ostruznica, as well as repairing schools and providing them with computers. The Republic of Serbia can expect from the Donors Conference some $1 billion. However, since certain projects whose realization already started took some $500 million, Serbia can expect $500-600 million of "fresh money". Alongside the Document prepared by the Serbian government, the World Bank prepared its Document too. During the elaboration, the teams took special care that the documents not be opposite, but that they complement each other i.e. present two different, but complementary views on the same subject. Apart from the printed version, the Document will be presented on a CD including the list of all priority projects for Serbia. It will also have a list of 450 projects with a short description of competent ministries. It should be stressed that we will not receive the money immediately after the Donors conference. After it, the donors will first look once more through all priorities and then hire experts to make their own assessments. The money may enter Yugoslavia within 2 or 3 months from the moment when experts start with their work.
