Serbian parliament adopts resolution on Kosovo-Metohija May 05, 2001
The following is the text of the Resolution (unofficial translation): "The National Assembly of the Republic of Serbia expresses its deep concern over the situation in Kosovo-Metohija and the position of the Serb people and other non-Albanian communities. Two years after the establishment of international civilian and military administration, the security situation in the province is getting harder and harder. The return of expelled persons, to which the international community committed itself through the UN Security Council Resolution 1244, is increasingly uncertain. The life of Serbs and other non-Albanian communities remaining in Kosovo-Metohija is in constant danger and exposed to daily risks. International representatives are working more on passing regulations on interim self-rule than on securing the safety of the citizens. Not only that terrorism in Kosovo-Metohija has not been prevented, it has even taken a more radical form. Organized murders of citizens and attacks on state representatives are increasingly frequent, as are murders of representatives of more moderate political options among the Kosovo-Metohija Albanians. In 2001 only, according to available figures, 94 persons have been killed (61 ethnic Albanians, 26 Serbs, 6 Romanies and one Muslim). A total of 363 persons have been wounded (210 ethnic Albanians, 135 Serbs, 9 Romanies and 9 Muslims), 29 persons have been abducted (25 ethnic Albanians and 4 Serbs), and 91 houses have been torched (67 belonging to Serbs, 23 to ethnic Albanians and one to Romanies). The National Assembly of the Republic of Serbia demands that the UNMIK administration carry out within one month an investigation to shed light on the fate of all abducted and missing persons and immediately afterwards to inform of its results the families of the abducted and missing persons and the public in general, which is its both international and moral duty. The National Assembly of the Republic of Serbia appeals to all international institutions for the protection of human rights to intensify their endeavors to determine the fate of 1,300 Serbs and other non-Albanians abducted or reported missing in Kosovo-Metohija. The establishment of customs checkpoints on the administrative border between Kosovo-Metohija and central Serbia has caused additional agitation among the people. This is another act by which the UNMIK administration is violating the Resolution 1244. The citizens have self-organized in an attempt to prevent the work of the illegal customs checkpoints. Explanations given by UNMIK to state representatives are contradictory. They speak of collecting the sales and value added taxes, but nowhere in the world is this done in this manner. The taxation policy in Kosovo-Metohija should be implemented in coordination with the Yugoslav authorities and in the usual manner. The present manner not only has negative effects on the security situation, but also imposes multiple taxation on people and companies. We fully support the resistance of the citizens to these brutal acts which violate Yugoslav customs regulations and Serbia's tax laws. The drawing up of the legal framework for Kosovo interim self-rule is a special problem. The basic text drawn up by UNMIK does not give even elementary guarantees for the protection of Serbs and other non-Albanians. Through the Security Council Resolution 1244, the international community has taken full responsibility for guaranteeing Yugoslavia's sovereignty and territorial integrity and for the full implementation of the Resolution. We consequently request from the United Nations to immediately take concrete measures for the full implementation of the Resolution, and above all to secure the safety and equality of all citizens in Kosovo-Metohija, as the fundamental pre-condition for the return of expelled persons and the exercise of their fundamental human rights. It is unacceptable to adopt any kind of "legal framework" for the establishment of a so-called autonomy, which is stipulated by the Resolution Article 10, or to envisage any elections in Kosovo-Metohija without previously honoring all commitments set out in the Article 9 of the Resolution and especially its points a) to d), which refer to a full demilitarization of the so-called KLA and other armed groups and to the creation of a safe environment for the return of expelled persons to their homes, including public safety and order. The National Assembly of the Republic of Serbia demands from all international community bodies, institutions and representatives to strictly abide by the UN SC Resolution 1244, and particularly demands that the working group for drawing up the legal frameworks for Kosovo interim self-rule adopt the amendments submitted by the Serb side, which provide for the preservation of a multi-ethnic Kosovo-Metohija within the Republic of Serbia and the Federal Republic of Yugoslavia, for guaranteeing the rights of ethnic communities and for the development of an interim system of consensus-based democracy in which the differences among ethnic communities would be institutionally preserved and their rights and special interests would be guaranteed. The National Assembly considers unacceptable the violations of human rights, the majoritarianism process, and the creation of state attributes in Kosovo-Metohija".
